Clinical Director - Community Based Mental Health Center in the Lower East Side

Supervisor: Associate Executive Director for Mental Health

The Clinical Director oversees the Consultation Center, the Settlement's community based licensed behavioral health program. With wide latitude for independent decision-making and judgment, the director is charged with overall responsibility for the program's operation and ongoing fiscal viability. The director is sensitive to the needs of both the community and the staff. While striving for clinical excellence, the director also places a strong emphasis on
team building and collaboration. The director is expected to continue to broaden treatment options and further implement short-term treatment models, cognitive and behavioral techniques, group modalities and family systems approach. The director maintains a strong familiarity with issues related to policy development, utilization review, risk management, quality assurance, and marketing. He/She must evidence leadership qualities and relish
functioning in a directive role; a sense of humor and sound judgment required particularly during periods of stress.


Responsibilities:

  • Direct and lead community mental health center serving children ages 0+, families, adults and older adults
  • Oversee the hiring, training and supervision of all staff including identifying training needs and goals
  • Lead the continued integration of trauma-informed and culturally competent best practices
  • Lead the continued integration of evidence-based practices and other effective mental health practices into all clinical work
  • In close collaboration with Associate Executive Director for Mental Health and administrative team (Finance, Human Resources, Development, Facilities and IT) to ensure smooth program operations
  • Lead the collection and analysis of program data, including the use of client surveys, to drive program quality.
  • Work closely with the AED for Mental Health and the fiscal department to ensure the efficiency of the center and ensure maximum billing and reimbursement
  • Identify areas of program expansion including opportunities related to the Settlement's strategic growth plans.
  • Develop and nurture collaborations and linkages to other Settlement programs and other community service partners
  • Assure the timely submission of reports
  • Participation and representation of the Settlement in managed care and advocacy forums
  • Ensure compliance with Office of Mental Health Article 31 regulations and program's readiness for internal and external audits and certification reviews
  • Lead regularly scheduled staff meetings, and consumer meetings
  • Actively participate in Settlement-wide activities and policy initiatives
  • Perform other related duties, as required

Qualifications:

  • Must have ten years of post Masters experience in Social Work or related field, five of which should be in an administrative management capacity. Advanced management training, and proven supervisory experience in a managed care environment are a plus. Must have knowledge of Article 31 (Office of Mental Health) regulations.
  • LCSW required
  • Ability to understand the budgeting process and articulate the fiscal needs of the program
  • Effective verbal and written communication ability, and personal computer and spreadsheet skills required
  • Must be highly organized and detail oriented with the capacity to work independently and stimulate team building
  • Evidence of ability to create a supportive environment for both clients and staff is expected
  • Bilingual English/Spanish or English/Chinese preferred

Hours: Full time
